Description of Appointed Boards
BOARD OF HEALTH

This seven-member board determines the health needs and resources of its jurisdiction, develops programs, activities and facilities responsive to those needs and enforces or causes all laws pertaining to health unless the responsibility for the enforcement of such laws is that of another agency. One member is the County Commission Chairman or his appointee, the Mayor or his appointee, the School Superintendent, one member appointed by the City Commission and three-member appointed by the County Commission. The appointed members serve a six-year term. The board meets on the 2nd Monday every other month beginning in February of each year at 8:00 A.M. at the Health Dept. on S. Slappey.
CHEHAW PARK AUTHORITY

This authority was established by the General Assembly in 1979, amended in 2002 and in 2020. Five members are appointed by the City Commission, one member is appointed by the Dougherty County Commission, one member is appointed by the Lee County Commission, and one member is appointed by the members of the authority who must be selected for a list of nominees submitted by Friends of Chehaw, Inc. The appointed members serve a three-year term and the City Manager, or his designee, serves for a term approved by the City Commission. The Authority meets on the 3rd Monday of each month at 6:00 P.M. at the Chehaw Education Center.
CIVILIAN REVIEW BOARD

This Board was created by Ordinance (05-108) in April 2005. Members are appointed by the Mayor and Board of City Commissioners with terms being staggered. Meetings are scheduled as needed.
CITIZENS ADVISORY COMMITTEE

The Citizens Advisory Committee was reconstituted in December, 2003 with the idea of having an overall coordinated approach to community-wide citizen participation and involvement in local government. The goal is to obtain a balance of citizen opinions and recommendations on community issues. One member each to be appointed by the Mayor and Commissioners. The board meets as needed in the Government Center, Room 120.
CITIZENS TRANSPORTATION COMMITTEE

This committee was established by joint ordinance of the City and County. The ordinance provided for a nine-member citizen board from the City of Albany, Lee County and Dougherty County as follows: Three members appointed by the City Commission, three by the Dougherty County Commission, one member of the Albany Dougherty Planning Commission, one member of the Lee County Commission and one member of the Lee County Planning Commission. Staff assistance is provided by the Albany Dougherty Planning Commission. Members serve a three-year term except the Planning Commission member and the Lee County Commission member who serve for tenure of office. The board meets quarterly in the Central Square Complex (dates vary)
CITY TREE BOARD

This board was formed by ordinance in 1992 with duties of presenting short and long range planning recommendations to the City Commission regarding the preservation of trees. It is a 15-member board, seven of which are appointed by the Mayor and City Commission. The other eight members are as follows: County Forester, designee of Planning Commission, designee of Clean Community Commission, designee of Board of Realtors, City Engineering Director, a nurseryman, designee of the WG&L Engineering Dept., and a licensed practicing civil engineer. The members serve for a two-year term. The board meets on the 1st Tuesday, quarterly, at 9:00 A.M., at 2106 Habersham Road.
COMMUNITY & ECONOMIC DEVELOPMENT

This is a 19-member board appointed to make recommendations on CDBG public service grants. Seven of the members are appointed by the City Commission as follows: 3 from the business community, 1 senior citizen, 2 disabled citizens, 1 from social service agencies, and 1 from the Citizens Advisory Committee). The other 14 members are chosen from their respective neighborhood strategy areas. The Council meets on the 2nd Tuesday of each month, except December, June, July and August, at 5:30 P.M. in the conference room (315) of the Micro Business Enterprise Center.
DOWNTOWN DEVELOPMENT AUTHORITY

The Authority has been created by the General Assembly of Georgia and has been activated by the City as a downtown development authority under the Downtown Development Authorities Law, O.C.G.A. Section 36-42-1, et seq. by a resolution of the governing body of the City, duly filed with the Secretary of State of Georgia and the Department of Community Affairs. For many years, the DDA and ADICA boards, have served and functioned under the auspices of ADICA until they were recently separated. The board meets quarterly on the 2nd Wednesday at 5:00 P.M. at 401 Pine Avenue.
ETHICS BOARD

This board was established by Ordinance in 1990 and meets on an as-needed basis on complaints of ethics violations by elected and/or appointed officials. It is a five-member board with two members appointed by the City Commission, two by the Dougherty County Circuit Bar Association, and one by the Judge of Superior Court of Dougherty County. Members serve for a two-year term. Meetings are held at 201 W. Oglethorpe Blvd., Suite 355.
FIRE CODE BOARD OF APPEALS

This five-member Joint City/County board meets on an as-needed basis to hear complaints of violations of the Joint Fire Code. Three members are joint appointments by the City and County Commissions, one is a City appointment, and one is a County appointment serving a three-year term. The Board meets on an as needed basis.
FLOOD PLAIN MANAGEMENT REVIEW BOARD

This seven-member Joint City/County board meets on an as-needed basis to consider variances on structures that are below the required base flood elevation level. One of the members is appointed jointly by the City and County Commissions, three by the City Commission and three by the County Commission, with members serving a three-year term. The board meets on an as needed basis in the Central Square Complex, 240 Pine Avenue in room 380.
HISTORIC PRESERVATION COMMISSION

This eight-member board was established in 1996 to provide for designation of historic properties or historic districts, to provide recommendations to the respective City/County Commissions for final approval, and to provide for an appeals procedure. Four of the members must reside in the City and be appointed by the City Commission; four must reside in the County and be appointed by the County Commission. The appointed members serve a two-year term. The board meets on the 1st Wednesday of each month at 10:00 A.M. in the Central Square Complex, 240 Pine Avenue, Room 380 (meeting times and dates subject to change.)
HOUSING AUTHORITY

This six-member authority was established for the purpose of overseeing the business of the Albany Housing Authority. All members are appointed by the Mayor for a five-year term except for one member who is a Housing Authority tenant and is appointed for a one-year term. The board meets on the 4th Tuesday of each month at 5:30 P.M. at the Housing Authority office.
PENSION BOARD

This board was established to oversee the pension fund and retirement benefits for the employees of the City of Albany. The board is comprised of the Mayor for his tenure of office, two City Commission members for a two-year term, three employee members and one retiree member elected by their peers and two citizen members appointed by the Pension Board for a two-year term. The Finance Director also serves by virtue of office. The board meets on the 2nd Tuesday of each month at 9:00 A.M. in Room 120 of the Government Center.
SOUTHWEST GEORGIA REGIONAL DEVELOPMENT COMMISSION

The Southwest Georgia Regional Development Center Executive Board is the governing board of the Southwest Georgia Regional Development Commission, an agency responsible for regional planning and the provision of technical assistance to local governments. Albany and Dougherty County have five appointments to this board, a City public official, a County public official, and three other appointments jointly made by the City and the County for a one-year term. The board meets on the last Thursday of each month at 6:30 P.M. at the RDC in Camilla. The months of November and December are a combined meeting that is usually held the first week in December.
STADIUM AUTHORITY

The Stadium Authority is the governing board over operations of the Hugh Mills Stadium. This is a seven-member board with two members appointed by the City Commission, two by the County Commission, two by the Board of Education, and one by the other six members. They serve a four-year term. The board meets on as as-needed basis at Albany High School Complex.
TASK FORCE ON HOMELESSNESS

This is a board is a collaboration of organizations and community advocates dedicated to ending homelessness and increasing the supply of sustainable and affordable housing. The board meets on the 4th Monday of each month at 12:00 p.m., in the 1st floor conference room of the Micro Business Enterprise Center.
UTILITY BOARD

The Utility Board is the governing board over operations of the City’s utility system. This is a four-member board appointed by the City Commission, with the Mayor serving as Chairman, and fifth member, for his/her tenure of office. Board members serve a two-year term. The board meets on the second and last Thursday of each month at 8:30 A.M. in the 3rd floor conference room of the Utility Department at 401 Pine Avenue: 2nd Floor. The Board meets on the 2nd and 4th Thursday of each month at 8:30 a.m.

ALBANY DOUGHERTY AVIATION COMMISSION

The Albany Dougherty Aviation Commission is a seven-member board charged with the management and oversight of the Southwest Georgia Regional Airport and McAfee Air Terminal. Upon recommendation from the Aviation Commission, five members are appointed by the City Commission for a three-year term, a City Commission member serves for a one-year term, and the Mayor, or his appointee, serves for the term of his office. The board meets quarterly on Thursday at 5:00 P.M. in the Airport Administrative Conference Room.
ALBANY DOUGHERTY COUNTY JOINT BOARD OF REGISTRATION & ELECTIONS

This is a five-member board (one appointed by the City Commission, one by the County Commission, one by the Republican Party, one by the Democratic Party, and one by the other Board members). The Board was established by State legislation. It abolished the Joint Board of Registrars for Dougherty County and the City of Albany and the Dougherty County Board of Elections. It replaced the City Clerk of the City of Albany as Municipal Elections Superintendent. Appointees serve a two-year term. The board meets on the 3rd Wednesday of each month at 4:00 P.M. in the Government Center.
ALBANY DOUGHERTY ECONOMIC DEVELOPMENT COMMISSION

This is a nine-member board (three appointed by the City Commission, one of which is the City Manager, three by the County Commission, one of which is the County Administrator, and three from the Chamber of Commerce). The board meets on the 1st Tuesday of each month at 4:00 P.M. The location can vary month-to-month; however most meetings are held at E.D.C. at 125 Pine Avenue, Suite 200.
ALBANY DOUGHERTY INNER CITY AUTHORITY

This is a State created Authority which is charged with the responsibility of promoting improvements and redevelopment of the area of Albany that is bounded by West Slappey on the west, Liberty Expressway on the north and east, and Oakridge Drive on the south. The Authority is composed of seven members who serve a two-year term, are appointed by the City Commission with one member who is appointed by the other six members for a one-year term. The board meets as needed at 222 Pine Avenue, Suite 120.
ALBANY DOUGHERTY PAYROLL DEVELOPMENT AUTHORITY

This Authority was established by Constitutional Amendment in 1958. It is a five-member board comprised of the Mayor, the Chairman of the County Commission, the Chairman of the Chamber of Commerce, and one member each appointed by the City and County Commissions after names are submitted to the respective Commissions by the Chamber. The appointees by the City and County Commissioners serve a three-year term. The board meets as needed at the E.D.C. at 125 Pine Avenue, Suite 200.
ALBANY-DOUGHERTY PLANNING COMMISSION

This is a joint City/County agency involved in planning and zoning activities for the City and County. It is composed of ten members, five of which are appointed by the City and five by the County, for a three-year term. The board meets on the 1st Thursday each month at 2:00 P.M. at 22 Pine Avenue in room 100 (meeting times and dates are subject to change, please call for more information).
JOINT BOARD OF ADJUSTMENT AND APPEALS

This five-member board was established by the City and County consisting of one each, Architect, Engineer, Contractor, Business/Real Estate owner & Citizen member to consider appeals regarding decisions and/or interpretations of the Building Official (Development Services Manager) or his officer/inspector, as it relates to the International (State adopted) Code. These appointments are made jointly by the City and County Commissions and serve a three-year term. The board meets on an as-needed basis at 240 Pine Ave., room 380. The Board has no authority to waiver the requirements of the code.
KEEP ALBANY DOUGHERTY BEAUTIFUL BOARD

This is a joint City/County board charged with the responsibility of improving the physical appearance of Albany and Dougherty County through community education and community involvement. Certain members serve by virtue of their office, but other members are appointed by the City or County from a list of recommendations furnished by the Keep Albany-Dougherty Beautiful Board. Members serve a three-year term. The board meets on the 3rd Wednesday of each month at 12:00 Noon at 240 Pine Avenue, Room 308, Central Square Complex.
LAND BANK AUTHORITY

This board was established in 2017 for the purpose of returning tax delinquent, underutilized or abandoned properties to productive use. It is comprised of seven members, two members are appointed by the County and two members are appointed by the City for a two-year term, and one member is appointed by the County and two members are appointed by the City for one-year term. The board meets on the 2nd Thursday of each month at 5:00 P.M. at 222 Pine Avenue in room 120.

JOINT ELECTRICAL BOARD

This board is a seven-member joint City/County board composed of representatives of electrical power suppliers (Water, Gas & Light, Mitchell Electric, and Georgia Power), two master electricians, one appointed by the City and one by the County, a professional engineer to be appointed jointly, and one citizen member with the appointment shared by the City and County. These members serve for a one-year term. The Electrical Board shall have the power to hear appeals of decisions and interpretation of the Building Official (Development Services Manager) or his officers/inspectors, as it relates to the National Electrical Code (NEC), State adopted Technical Codes. This board is not currently meeting and will on an as-needed basis. The Board has no authority to waive the requirements of the code.
JOINT GAS BOARD

The Gas Board is a five-member joint City/County board composed of a registered professional engineer, a master gas fitter, a residential heating contractor, the director of the WG&L Gas Dept., and a citizen member. Appointment power is shared by the City and County. These members serve a one-year term. The Gas Board shall have the power to hear appeals of decisions and interpretation of the Building Official (Development Services Manager) or his officers/inspectors as it relates to the International (State adopted) Technical Codes. This board is not currently meeting and will meet on an as-needed basis. (Please contact P. Forgey for meeting dates/times). The Board has no authority to waive the requirements of the code.

The Heating & Air Conditioning Board is a five-member joint City/County board composed of a registered professional engineer, two master heating & air conditioning contractors, the General Manager of WG&L, and a citizen member. Appointment power is shared by the City and County. The Heating & Air Conditioning Board shall have the power to hear appeals of decision and interpretation of the Building Official (Development Services Manager) or his officers/inspectors as it relates to the International (State adopted) Technical Code.
